In a pan dry paprika and Cayenne pepper, place in a small bowl. In the same pan fry the rice, stirring often, about 5 min. Cool the rice and grind in a coffee grinder into powder.
For the filling, mix the lime juice, fish sauce, water, sugar and half of the roasted peppers.
Meat cut into thin slices and mix with half the dressing.
Shallots cut into thin rings, hot pepper – rings. Napvite mint leaves, cilantro leaves separate from the stems. Add shallots, pepper and herbs in a bowl with meat, sprinkle with half of the rice powder and mix (the other half of the powder leave it for next time).
Cucumber cut into thin slanted slices, place on a serving plate. On top lay the seasoned meat.
